Vertical Slider in VB Does Not Go Between Numbers

Greetings.  I have a Visual Basic App that I am trying to create where I think that I have the code correct, but when I run debug I don't really get to select any number.  
The code is:
    Private Sub TrackBar1_Scroll(sender As System.Object, e As System.EventArgs) Handles AGPHBar.Scroll
        'Set the max, min, smallchange, and largechange values on the scroll bar.  
        AGPHBar.Minimum = 10
        AGPHBar.Maximum = 0
        AGPHBar.SmallChange = 1
        AGPHBar.LargeChange = 2
        AGPHBar.Value = 0


        HrTextBox.Text = CStr(AGPHBar.Value)

    End Sub

It seems like a really simple thing, so I am not quite sure why I am only able to select 10 or 0 on the slider bar.
