How To Right Shift Position Of A Block of Bulleted Text in HTML

For the bottom section, the formatting is what I want.  However I want the bullets to line up under the first (unbulleted) line.  When I fiddle with the indent values I only effect the hanging indent,not the overall block.  I prefer to not deal with the Global CSS.  This site was created under Drupal by a contractor.

Wow; this is a fabulous list!  I can see many places I will try to use several of them.

However I don't see how to move the whole bulleted list to the right a few em.
kozaiwaniec, I think that is a CSS statement; I really want something that works with HTML only.

I am avoiding the contractor because he is in London, so big time difference, and I hope to publish this site today.

My son is now up (a programmer AND an artist; they work all night and sleep all day like bats) and tells me he can get this all done, in fact wants me to stop messing with it.  Thanks for the help, I'll award points and shut up.
