Windows 7 taskbar not autohiding

Taskbar - Even though auto hide function has been selected it will disappear when you cursor over it - especially in particular when Internet Explorer does a download. The download bar of Internet Explorer is therefore covered by the original taskbar - the only way we find it is by moving the taskbar to another position on the screen. It just occurred so suddenly.

We are using Windows 7 Basic.

What should we do to make autohide function accurately?
