Monitor Exchange Mobile Access per User

We are using Exchange 2003 (although are due to upgrade to a new version later this year).  We have a lot of users who access our Exchange server through their personal mobile phones and a couple of users have noted that they are using a massive amount of the personal data plans.

Is there any way I can monitor how much data each user is using per month so I can establish if it is their exchange use that is using up all their data, or whether it is other usage.

We can then look at employees who may need to get business mobiles due to their high use, or work with them to reduce their non Wi-fi usage.

I thought there may be limited options, but the logs do give some idea of the volume of data.  If set IIS to store the logs to SQL I could create some sort of application to summarise this data and allow me to report - however this is more work than it is worth at the moment.
