Chroms Browser fails to load any web page

Hi,
  I have an user who uses Google Chrome on Windows 7 64bit PC. It has been fine until recently it failed to show Google Toolbar. So it was brought to my attention.
  Since I took on this case, I un-installed it and re-downloaded and re-installed, but to no avail.
  I use IE and Firefox. So I don't have much experience with Chrom Repair process.
 Can someone shed some light on the subject?

 Ultimate goal of the user is to use Chrome browser and use Language Translation function.

Uninstall the chrome completely from that machine and make sure all the traces have been removed. To do so please refer the below link.

Then take reboot and install the chrome again on that machine. It should work, still if you face any issues try removing the extensions. You can also check the Troubleshooting Table provided by Google in term of error codes. Below is the link for the same.
