Unable to ping one way

Windows XP computer can ping 2003 server, but the server can't ping xp machine. Both machines are on the same segment 192.168.3.0/24, server is configured with static IP, xp with dynamic. Gateways, masks everything else is correct. 2003 server can ping other machines on the segment and on other segments, including ones that are on the same switch port as xp machine with problem.

What antivirus program you running on the xp computer?
What firewall settings do you have.

Can another computer ping the XP computer?

Can you ping by FQDN?

I found it. The firewall was on. Technically it should have been off, because I did turn it off, rebooted, but it turned back on by itself somehow. I've seen this happen before on XP machines, and could never find out why. Thanks.

Disable the firewall service in services that way it will not start.
