As far as I know an administrator is responsible for the day to day running of a server or servers.

They would be a troble shooter looking for server issues and monitor logs etc. Some administrators deal withcustomer support when a customer has an issue with a website or similar. The admin would try to find the issue. If it is a settings issue you would fix it but sometimes it will be a software issue so that is where you would pass it off to a programmer to find the issues.
