excel 2010 - if/and formula

hi experts, please assist with the following formula

this formula to be shown in cell ref "s14"

= if q14 and r14 = either 0 (zero) or nothing, show nothing, otherwise if q14 has a value then roundup the value in p14 by the value in q14, or if r14 has a value then rounddown the value in p14 by the value in r14

Hi,

Please try

=IF(Q14,CEILING(P14,Q14),IF(R14,FLOOR(P14,R14),""))

You haven't mentioned the possibility of both Q14 and R14 having values
