Outlook 2013 does not do a scheduled send/receive

I have configured Outlook 2013 to do a send/receive every 3 minutes. However, it does not work, and the mail does not send or receive. I have run the Office 2013 repair program with no change in behavior.

What can I do?

Several people with this problem found that the ESET Outlook Add-In caused the problem.  If you use ESET disable that add-on.
If no help, create a new Outlook profile.
