ActiveSync Outlook corporate email on smart devices

Is anyone else experiencing the issue of getting the error message that they can't sync their device with their corporate email due to exceeding 10 partnerships?    Is this a new problem with Outlook 2013?   How does this problem get fixed?

To fix this problem sign in to Outlook Web App, click Options > Phone > Mobile Phones, and delete any unused partnerships.
