How does Google let you customize your home page?

Dear Experts,

I know Google is closing out their user-designed home page this fall. However, I have always wondered how they did it in the first place. If you are not familiar with what I'm talking about you can go to google.com/ig and with your google login design a web page with widgets and rss feeds. This included google calendar, google task list, the weather, etc. The widgets could be custom placed in one of three columns. Is there a web app engine somewhere where I possibly could offer this as a feature to some of my preferred clients? Thanks.

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

Implementing something like that is not trivial.  It requires a lot of code on the backend, and substantial DB resources.  Many hosting services offer site builders as does yahoo.  if you Google site builder software  you will get millions of hits, and a variety of different approaches; levels of complexity, and cost.
