Outlook 2010 updating calendar appts with attendees

I have outlook 2010 client that is running exchange 2010.  We recently added a conference room as a resource to schedule meetings. Any time that he opens a calendar and adds the room as a resource, it sends an update to all attendees instead of just the new attendee.  Any idea how to resolve this.  We dont want all attendees to get updates just the newly added ones.

Sir thats how it is as if it just goes to new attendees how would the original ones know what modifications happened ..... this is Design

There used to be an option to send to all Atttendees or recently added.  There is no option now.
