windows server essentials 2012 Source server not prepared for migration

I ran the prep tool on the source server sbs 2003 and found no issues.  Source has less than 20 users.

When I run the installer on the new destination server I get a message that the "source server is not prepared for Migration".

How do I resolve this?

both servers can see each other
