With Handbrake there is an assortment of presets but you can fine tune with video and audio adjustments.
Another very easy compression utility,

I can't help with IE9 and video downloading. Years ago i started using the Firefox add-on and it has worked so well, i've never needed to shop around for anything else.

nobus, i don't understand your last post, are you asking for a posted video? If so i can post it, but whether or not it's ok with E-E, i don't know. I'm guessing you would know since you've been a member for 10 years.
