Drawing on segments of parallel lines?

Hi everyone, I have this scenario:

I have two parallel lines and it has segments. Suppose these are P1 & P2. And, I have an option to put the tag any where.If I select any segment from p1 then i am able to create the graphic for it by using mouse event arguments.   Now, here is the condition, the same segment of the p2 should create the graphich when i create on p1.    Is there any way i can achieve this? Can any expert guide me or give me their ideas. Thanks

I imagine you'd need to compute a perpendicular line between the point and your two parallel lines:
