I have bought Samsung Galaxy Express, but I find that it seem cannot play back flash using build-in browser...

Is any Adobe Flash Player built-in?

If not, where can I download the latest one?

Thanks!

Adobe Flash is no longer included or support by Android. You can however download versions that devs have modified to allow them to work. Here is a link with the download and instructions:

That is will allow it to work.
