How to rotate an image file into the screen, and save as new image (using Blender or other free software)?

Hello, I'm trying to spruce up my UI capabilities, and I would like to add some depth.

What inspired me is the buttons to the left of the UI on this video game:

Pretty cool effect, and should be simple to do with the correct tool.   Basically I'd like to take a 2D image, load it into some 3D software, rotate it slightly into the screen, and save it back to an image file for use in my UI.  

I downloaded a couple of free 3D graphics programs (eg Blender) and thus far have been unable to find a feature to do this.  Does anyone know how to do what I want to do in blender, or if there is some other tool I'm happy to use that.

Hi,
  Start MS-Word.  Open a new document.  Do the appropriate page settings depending on the size of your image.
  Using "Insert" menu item, insert your image into the document as an object.
  Next, using rotate option in the drawing toolbar, rotate the image as per your need.
  Finally copy and paste this image object in MS-Paint.
  Save this image file.

Syed, that is 2-D.  Looking for 3-D.
