If you want to put the pink highlighting between sections only, select a cell in row 19 and change the formula for the second criteria to:
=AND(COUNTA($B18:$M18)>0,COUNTA($B19:$M19)=0,COUNTA($B20:$M20)>0)

The above formula requires the row before and the row after to contain data, but the row being formatted must be blank.
