Are you talking about Remote Desktop?  If so, are you just asking how to enable access for two users to an already deployed remote desktop environment?  Or are you starting from scratch with nothing setup?

...kinda need more details in your question to be of any help...

Click on Start > right click Computer > Properties > change settings > remote tab > select the required option from Remote desktop (i would prefer 2nd option) > Apply > Ok
After this add those two users to Remote Desktop Users -
Start > administrative tools > Computer management > System tools > Local users and groups > groups
if those users need admin rights with RDP access, you need to add them in administrators group.

no i feel by default 1 session allowed as rdc, 2 users cant connect, means 2 administrator cant connect to rdc 1 single w2k8

by default it allowed 1 session
tmsa,

I'm really having a hard time following you on this... what exactly are you trying to accomplish?
Win2k8 allows two rdp sessions by mstsc command and a console session by mstsc /admin command so it offers total 3 connections.
