Convert one XML file into another XML file format

I would like to convert one xml string in to another XML format. Herewith I attached the sample XML files.

I would like to convert 12-sample.xml file in such a way that it sync with 13-sample.xml file format.

Please do assist.

One way to achieve this is to use xslt: xml file transformations.
You may read more here: http://www.w3schools.com/xsl/.

To write a proper xslt for your case would be quite a bit of work :).

Another way is to read data from one xml and create a new xml document using this data. Again, this is not a few lines task and also we have no proper specification on transformation.

I replaced SettlementInfo with VipSettlementConfigParam then it works fine.
