group footer count of 0 show

I am not sure how to make this happen. Basically I doing a count in a group footer of calls for everyone. (this is a subreport ) if a user does not have calls they do not show up in the group footer at all (which would be the summary in the main report) this is not the behavior we are looking for. is there anyway to show all users 'count' regardless if they are zero?

Only if the user appears in the recordset.

How is the recordset set up?
It should be  User Table LEFT OUTER JOIN Call Table
