Exchange 2003 meeting changes to external attendees "Delivery to the following recipients has been delayed."

I have a user who is making changes to a meeting in Outlook 2007.
We are running Exchange 2003.

Emails are fine but it's only meeting changes that are sent result in this:

THIS IS A WARNING MESSAGE ONLY.
YOU DO NOT NEED TO RESEND YOUR MESSAGE.
Delivery to the following recipients has been delayed

The user get the message but what is the delay?

There is hotfix which need to install
