Microsoft Outlook 2007 going offline

My oS is win 7 prof 64 bit ad I just uninstalled outlook connector and reinstalled the outlook connector 32 bit because my Outlook 2007 is 32 bit.  When I start outlook, it seems to go into offline mode, even when I  try to uncheck the offline, it is still goes into offline mode.  Looks like I am doing something wrong, and hope the Gurus can please help me fix this issue.  Thank u.

Check your network is running fine.  (ping exchangeservername  -t)
Try to tick off "exchange Cache Mode" and see

In response to marahman3001, I can connect t he internet, since I am typing this response.
I did a ping msn.com and I got the following results :
 timed out packets sent = 4, Received = 0, lost =4 (100% los)
Frankly I do not know what to make out of the above results or how to fix them.  I use Comcast an the internet is connected and I am able to connect to EE ad do this reply.
Another Guru sugge4sted to ick off "exchange Cache Mode".  How do I do this please?  Thank u.

In response to marahman3001,  I am using MSN email and I do not have an exchange server, my OS is win 7 Prof 64 bit and my Outlook 2007 is 32 bit and the Outlook Connector that was installed is also 32 bit.
