I would suggest paying to web design companies to make a tailor-made site. Using existing ones may not suit your needs. Besides, there are not many scripts of this kind now.

Most of the PHP "Project Management" scripts are for "Software" projects, ,  Like having several PHP developers cooperation on a project.
If you want a full featured Web Based  "Project Management" for "mechanical services contractor" you may can find one, BUT it will be large if it contains "calenders" , "SMS" , "Collaboration Message boards", "time and meeting management scheduling", "project site contractors scheduling", "Group Email notifications", and other.
You might look at the ZOHO for project management,
http://www.zoho.com/projects/
a full featured management and task setup, , and it's free. I have used ZOHO, for many years, and they have many things for more productive business, all though their "one size fits all" may not appeal to you.

Thanks  logudotcom and  Slick812. I have examined all of your suggestions but although many of the packages  do milestones, time, etc., none seem to handle material. I will wait for another day to see if anything surfaces and then close this one off.

mickey159 I am an experienced web designer but was trying to short cut the process with an off-the-shelf package; so your suggestion doesn't really make sense.
