Cisco Anyconnect SBL Win 7 icon

We have noticed that the icon for the Anyconnect Start Before Login is only accessible when you select the "switch user" option on the Windows 7 login screen.

Is there a way to make the icon appear for all users?

I have attached two screen shots.

You cannot make this icon to appear for all users. This feature is designed to only show up when you click the switch user button.

From Cisco documentation:
After activation, the user invokes the Network Connect component by clicking Switch User, then the Network Connect icon in the lower, right-hand part of the screen.
