Text-to-speech plugin for wordpress

Hello,

One of my clients is requesting that I include a "functionality"  on a WordPress site... he needs the site to be "blind-friendly"... I mean, that site is functional to blind people.

I need an expert recommendation as to what plugin to use or how to best approach this.

This is not something you handle directly or with a plugin.  The vision impaired users already have assistive technology to read the page out loud.  Your job is to make a site that is easily accessible by these technologies.

To make a site accessible you need to make sure the HTML is properly formatted and every page validates against the W3C specs.  This includes using the alt attribute for all images, designing a simpler, less graphics-oriented page that flows semantically from the header to navigation to content.
