Page Load Benchmarks

I am looking of input from experts that deal with website page load performance.

Specifically, I would like to understand what you view as the industry performance benchmark that should be reached for page load time in order to create a consistently exceptional user experience.

I would also like to know the best practice for measuring this (load time from local data center, from specific geographic locations, etc).

How did I miss this one?  The 'Net' tab in Firebug is for measuring load performance on your own browser with Firefox but this site has servers around the world to measure load times and display them.  http://www.uptrends.com/aspx/free-html-site-page-load-check-tool.aspx
