Apply an Transport Rule

I am adding specific signatures to outgoing email using a transport rule. Can the rule be applied to active directory OU's instead of indivtial users? I have a different rule I want for each department.

I do not believe transport rules can be applied to object outside of Exchange.  You might do what I did.. created a dist group for each Department.. since each dept here has their own OU.  Then apply the Transport rules to each dist group.
