Quickbooks 9 Enterprise Issues

So randomly today one of my users got a license error when trying to open QB "(Error 3371,StatusCode -11118) Quickbooks cannot load license data".  So I uninstalled and reinstalled it and still got the error, so then I found online to solve this you delete the EntitlementDataStore.ecml file so I do that and I Get in.  I select Contractor services, it goes to reconfigure then I Get "Quickbooks cannot complete the reconfiguration process" error that says something about insufficient disk space (There's almost 100GB Free on the drive).  I've uninstalled and reinstalled QB like 3 times now with no change in results.

I've been trying to solve this issue for the past 2 hours and i want to put my head through the wall.

One more time uninstall QuickBooks and delete the ECML file.

Now restart the computer and make sure the folder for the ledger has been properly mapped to the server and is working. Make sure you are not using browsed drives and make sure that there are no persistent drive/folder mappings from a prior time. You want to ensure that QB is looking at the proper folder for its ledger.

Reinstall QuickBooks.

Before you try to configure anything, make sure (File Menu) that QB is set to multi-user mode. It should be, but check. If this user or a support person tried to do something locally, it could be looking for a local file and then creating an error.

Now see if you can configure QuickBooks to run properly.

Since it is one user with the issue, it is entirely feasible that the user has picked up a virus and has damaged the Windows operating system.

Tried that.  I can't even get QB open to select a ledger so that's a moot point.  It installs, i double click on it, I select "Contractor Edition" and then it starts the reconfiguration and halts almost immediately with the aforementioned error.
This error is only for one user / one machine if I understand the first post. So if the above suggestions do not work, I suggest now that you consider reimaging the machine (installing Windows 7 fresh).  QuickBooks V2009 is old for Windows 7, so you may also wish to consider upgrading QuickBooks.
