Premiere Pro - Project Window

Has this ever happen to you.  Your trying to select clips to add to a timeline but software won't let you select clip.  It keeps asking you if you want to import; subsequently, you import clip and the same thing happens again.  When you try to select single item, it won't let you.
Any ideas?  Also, if I try to select muliple clips, I get the crosshair mouse icon - like I want to crop a photo or something.  I know that clips are imported already. This makes no sence...

Well I'm not a user of Premier Pro but it's similar to Power Director 10 and most other good quality video editors, the only time I have seen this is if I drag to the audio time line or video timeline 2 instead of one.

First take a look at the time line, note there is audio time line video time line,
In my PDD I have Video time line 1-2-3 up to 10 same with the audio line
Make sure your dragging from the bin to a video timeline.

I don't think the problem is with the timeline.  It's with the project panel itself.  I can't select individual clips from the project panel and drag to the timeline.  If I click and hold down the mouse, it change to the cross + as if I was going to crop a picture.  At that point I can select as many clips as I want, but when it come time to drag to the time line, I can't use the mouse to drag the clips over.  Now if I change to thumbnail view, the system allow me to drag-an-drop whatever I want - which is what I've been doing....

There is a few possibilities as to what is causing this, what is in your source monitor
By default when you drag a clip into a Sequence from the Source Window you perform an Overwrite Edit.  If you’d like to perform an Insert Edit instead (pushes other clips down the timeline) hold Control when you drag the clip to the sequence.
Often you will want to rearrange the order of clips in a Sequence.  Select the clip, drag the clip to a new location, then hold Control + Option/Alt before you let go of the mouse (make sure snapping is turned on). This is called a Swap Edit.
May have something to do with the play head, in thumbnails view Adobe can see the video play header,
 could also be related to the scrubber, if you have that enabled,
