You need to 'Run as Administrator' on your command prompt first - right click the shortcut for Command Prompt and select Run as admin...that will allow you to do the task

If you right click and choose run as administrator does it run?

If so, UAC User Account Control is probably the issue.  Type uac in the search box to see what level it is set to.

Hello all,

This issue is resolved.  i executed the wdsutil command from c:\windows\system32  via the link in the server manager.

This error normally pops up even the command executed with local administrator previllage.  Most of the times on the servers with improper hardnening.  executing from the wds path linked in server manager will solve the issue.
