Try the SFC /SCANNOW from the cmd prompt and try again.

Where is the interface_decoder.dll file located when you run that command. Is it in the location from where you are running the command (c:\windows\sysWOW64)

Try to run that command from C:\Windows\System32, even though this is likely a 64-bit system.

you need to run cmd prompt as administrator (right-click and run as admin).

Then type the full path so:

regsvr32 C:\windows\SYSwow64\interface_encoder.dll

You could copy the .DLL from another host server and paste in the location and try to regsrv32.exe again.
