Impossible to send emails after to restart exchange 2010 server

Hi there,
Each time and after that I restart my exchange 2010 server: I cannot send mail outside and inside.
All services automatic exchange services are running.
I must to stop all the services of exchange, restart all exchange services.
After 10 minutes, It is working fine again.
Please help me to fix definitively this problem

Any events in the Application Logs ?
Is all services installed on the same server ?
What all other 3rd party software do you have on the server

The only way that I find is to stop all exchange services and restart them
