Cognos 10.2 Crosstab calculation question

All,

I have a crosstab (in Cognos 10.2) that is trying to do some calculation at different levels of detail.  All of the totals appear to be working but for some reason by % calculation is not working correclty.  I am showing transaction totals at the quarter and year level in the crosstab for different divisions.  So my crosstab columns are nested (Year / Quarter) and my crosstab rows are Division with the defauilt measure being transaction count.  The Quarterly and Yearly column / row totals are woking just fine.   However if I try to enter do a % calculation at the Quarter level of detail the % calculation is showing up as about half of what I would expect.  So based on that it appears it is only including total transactions when calculating the total %.  

Does anyone have any idea how I would need to phrase my % calculation field to capture this at the correct level of detail?
