check whether the exchange folders are added to the antivirus console exclusion lists.

Also check whether backpressure issue is not caused (due to low disk space on the C:\ or on the drive where database or log files exist )

As the database queue path also consist the default path on C:\

1) Add exclusions to antivirus for exchange folders
2) check enough disk space is available.
3) check the KB articles under :

http://support.microsoft.com/kb/961728

http://social.technet.microsoft.com/Forums/en-US/exchange2010/thread/fc1285f4-b6fc-4e22-8ae5-fe0015f6de1d

4) Also check for transport agents installed on the server.
Go to Exchange powershell and type

Get-TransportAgent

and you will get all the transport agents listed
disable one by one and then try restarted the Microsoft Exchange Transport service.
