Exchange 2013 relay Failure / not authorized to use the server

Have a windows service app which sends emails but and am getting the below errors;

Event Application Log:
The account '<Domain>\Administrator' provided valid credentials, but is not authorized to use the server; failing authentication.

WS Log:
Mailbox unavailable. The server response was: 5.7.1 Unable to relay

I have a receive connection set up with TLS and Exchange Users

Can you try putting 'Anonymous Users' in the permissions group and try again.
Did you also only specify your internal IP range in the receive connector?

I have also tried TLS with and without the mutual Auth TLS with the anonymous. Getting same errors.
Scoping:  
IP Address: 10.0.5.2-10.0.5.200
Binding:
(All Available IPv4) 25

Should add this windows service is running on the Exchange service not a different machine.

For others;
changed to port 2525, and set app to UseDefaultCredentials = True
