Make SharePoint 2010 site available externally

A client is using SharePoint 2010 for his intranet site. The site is hosted on his local network. Is it possible to make it available from the internet - not for everyone but for one specific user? Either through http-login authentication or only for a selected IP address. (VPN is not an option.)

Great, thanks for a nice resource. But how would I go about it to limit the access from the public url? For the local url all requests are accepted, but for the public one I'd like to limit the availability of the site.

What you are wanting is the infamous Forms Based Authentication (FBA)
If you have never done it before, it can be quite ... time consuming we shall say. There is however a lot of documentation out there on how to do this.
First, you want to extend your web application and assign it the external URL
Then you want to setup your FBA Membership and Role providers, including the web.config mods
Once you have a name of your new Membership and Role providers, goto your web application, and change that particular zone in the authentication providers to point to the providers you made up.
there are many methods of doing this - I have done it using a SQL based user-store and also an AD-LDS based user-store.  Codeplex also provides some tools to ease user management.
