I have a watchguard firewall XTM v11.7 with L2TP VPN.  I have a bunch of users in groups for connecting.  I have one user in a group who when she tries to connect is getting the following error... Error 691 Access was denied because user name or password was invalid on the domain.  I've been trying this with my own user name and password and I'm getting the same result.  I have been able to connect but I'm getting that error now too.  I can't even imagine what the problem is.  Except maybe the machine??? or the internet connection from my office? It's a guest network wide open no restrictions.  I'm not using LDAP either.

the accounts are not locked out and the usernames and passwords are correct? What if you create a new user and put them in that group and then try connecting via that username and password?

I fixed it.. The issue is this in case anyone has this problem in the VPN settings of the firewall, in L2TP in the configuration part, authentication tab, there is a box for authorized Users and Groups.  You need to configure this. Once I added the groups to this, it worked without issue.
