What are the :
a. merits of such services

The only merit I can think of is that you don't have to work to improve your site.

The biggest de-merit is that you don't have to work to improve your site.

Any SEO services you describe are going to be be doing the same things for other sites.  The submission they make will be similar across the board, and they will not do anything for the most important parts of SEO.

They are not going to create unique quality content on your site.
They are not going to keep your site technically clean (valid, accessibly, usability).
They are not going to do anything to improve site performance and user engagement.

Unless you are prepared to pay top dollar for a dedicated SEO specialist with a proven track record, you are pretty much wasting your money.

There is absolutely no substitute for learning your audience and targeting them with unique quality content and a generalized service screwing around with search engine submissions and random blog post and social media spamming may cross the line to "black hat" SEO and hurt more than they help. Great caution is urged.

great reply.  thanks.   I think we agree about great or rather very, very great caution.  Hence my post.
the good relevant content is not an issue because that we have.
what we want to get away from is the regular creation and submission of the peripheral content such as news and press release and blogs etc.
this too is an area for great caution for the reasons that you state.
