Microsoft Volume Licensing -- Concurrent ?

We have want to install Microsoft Project on 20 machines, but purchase a 5 concurrent license for cheap.

Is this possible ?
If so, what vendor do you recommend ?

Sorry, no.  Microsoft does not license for concurrent use.  Office products are licensed by seat - if you want it on 20 machines you need 20 licenses.  If you want it on an RDS server, then you need one license per RDS CAL.
