Simple changes to an HTML text file to link to images on a Windows-7 PC

I have 2 simple HTML files that I saved from Google Groups when they made a significant change to their TOS (Terms of Service) a few years back. It has a lot of plane old text in it because I write a lot. Some say I am full of crap. But they can go to hell. I don't care. It is a lot of description of how my software works. It had links to 36 screen shot image files. I now want to link the text to the images using relative reference in the anchor text of the HTML.
Here is an example of one of the references:
".... Data Object Relationships diagram (<a href="subrogation10000_SubrogationDataRelationships.tif">0000_SubrogationDataRelationships.tif</a>) in front of you whenever ...."
Is there a simple change that I can make to this using MS-Word (it's supposed to do HTML), Textpad, or Ultra Edit?
I'm a VB.NET programmer among other languages too numerous to mention, but HTML isn't one of them. I took a community college course in web page design for beginners. So I know a little more than nothing about HTML but not by much. It seems to me that there should be a simple change I can make using a Plane ole text editor.
