That's not what I see when I visit the site.  It's only there after the data is copied and pasted back into Experts-Exchange.  It looks correct to me in Firefox, Chrome and IE browsers.  I think the upside-down question marks are an artifact of a character-set encoding collision.  This article tells more about the issue.

@mohammedokasha: It appears that you do not "get it" about how Experts-Exchange works.  You did, in fact, get an answer here. The answer is exactly what I wrote.  You had a character-encoding error.  I asked you to check the character set encoding which was originally charset=windows-1256.  Apparently you checked it because it has been changed to charset=utf-8, as you can see from the attached screen shot.

Out of the 17 questions you have posted at EE, you have deleted 9.  Three are open, including this one which has a delete request pending.  You have graded three questions out of the 17, giving two B's and one C.  That kind of behavior is unheard of here at EE, where the default grade is A.  The only A grades anyone has received from an effort to help you came when the moderators forced the acceptance.  

By my objection here, I will ask the moderators to force the acceptance of this answer, too.
