Microsoft Event log service wont start

I am unable to get the service for event viewer to start.
I read somewere that the issue is within C:\windows\system32\logfiles\wmi
All I need to do is rename the RTBackup folder and I will be all set, but this is easier said then done. This is what I did to try to rename the folded: (that has a lock symbol)
I booted in to safe mode>opened cmd as admin>entered the cmd >C:\windows\system32\logfiles\wmi
then the cmd Rename RTBackup RTbackup2

When that didnt work I tried to rename the file rtbackup. Still no dice

Could you let me know if any error is displayed when you are trying to start Event viewer?

It says Event log service is unavailable. Verify the service is running.

I needed to add system to the RTBackup with full permission and reboot the server. As soon as I rebooted all the services restarted without issue.
