UPS Worldship 2013 Won't Open

Running Windows XP Sp3.  No viruses, no malware and no failing hardware.  When the program is started the below error is given:

Internal UPS Worldship error.  Database exception

The application was unable to connect to the main database.

The application will exit when you click on OK.
Please restart UPS WorldShip and attempt the operation again.
If the problem persists, call your local help desk.  For the help desk phone number select the help button.

I have performed a system restore to no avail.  No programs have been installed.  When I rest the mouse over the SQL Server Service Manager in the system tray it says Not Connected.  I'm guessing the issue has something to do with SQL server.  Thanks in advance.

Have you tried to reboot the UPS computer at all to allow all the services to restart properly?  When you go into Services can you see the SQL service running? If I recall correctly the SQL server is local on the computer you are launching UPS Worldship from but I could be wrong. Is this computer able to get out to the internet?

I have rebooted the machine.  I do see the SQL service running.  UPS is remoting in at the moment reinstalling.  Posted here as it took them over a day to assist.  We'll see where that goes.
