How to set maximum number emails per user in exchange 2010?

I think this has to do with throttling. So I need to increase the max number of emails a user can send. I've done it before but I totally lost the Shell commands that I used.
There was a get-<something> and a set-<something>
For the life of me I can't find it when I google.
