HI Experts
750GB External Portable 2.5" USB Hard Drive can not be opened sometimes or very slow, or need to be added drive letter. The laptop PC is windows 7. It looks like that my pc can not provide power to the Drive. Any experts have idea for that ? Thank you.

i always recommend to use a POWERED USB hub for external drives like:

Are you on AC or Battery hen using the USN drive?
If the power is your problem
you'll need to buy an external docking case with AC adapter they are powered separately on AC you slip your your drive in to it then using the USB plug it in to your laptop.
Which brand is your USB HDD? sata or ide?
