cannot see "add to favorites" entry in outlook

when i right click on a folder in my outlook the entry: "add to favorites" is not there.
as it is not enabled...
how can i fix it

my computer:
win7
office 2010

in which navigation pane are you? mail or folders?
it should be available in the mail navigation pane.
