MS Project Server Licensing

Does anyone have info on the per user licensing? We are being told you need an individual CAL for everyone who is entering info in their timesheets on the SharePoint hosted Project Server Web App. The majority of these people are not project managers and don't require a copy of Project. They're just entering their time. I can't belive that MS would expect every employee working on a project to get a license costing over a hundred dollars.
