What's the best way to deploy an internal ipad app tool to our remote users? Do I still need to go through iTunes?

I'd say that the simplest way is the Ad-Hoc distribution - register this remote device on your account, add this device to the app provisioning profile, make the ipa and send to this remote user.

There is a way with the Enterprise program too.
