SWF file not displaying properly

I have a 300 x 250 swf file (banner ad for web) that is displaying a black space on right side and bottom.  Was not involved in original development of this but was assured this is not the way it was before saving as swf file.  

Any ideas on how to get this displayed without the black space?

The black space is within the Flash file.   Do you have the FLA to adjust it?

My understanding was this originated from premiere pro and somehow got converted/exported as swf.  I don't have original source pre pro or assets.

It can be fixed in Premiere or Flash.

I have both...entire cs6 master collection.  Tried After effects since I am pretty familiar with it and created a composition 300 x 250, imported the swf and just resized it until the black disappeared.  If you look at the web page now, I posted that result (2nd down), which backs what you are saying about it being in the source.  The problem is that file is 11mb to get a decent quality and it still is not great.  What is going to get the best result here for quality and size balance?

I was able to bring down the size a bit more but lost a bit more quality.

It needs better compression at the source file.
